Codes of conduct

Our code of conduct of the Greater London Authority (PDF) sets out how our Members must conduct themselves when performing their functions and how unacceptable behaviour will be dealt with.

Our code of ethics and standards for staff explains what we expect of our staff so that they conduct themselves properly and professionally and maintain high standards in public service.

The Monitoring Officer

It is the job of the GLA’s Monitoring Officer to promote, monitor and report on the compliance of our Members and staff with the high standard of ethical conduct we expect of them – including with the seven principles of public life (the Nolan principles). The Monitoring Officer works works with our elected politicians and chief officers to fulfil this statutory role.

You can make a formal complaint to the Monitoring Officer if you believe one of our Members has breached the GLA’s Code of Conduct.

You can also review the Monitoring Officer’s decisions on the complaints received, read their annual report and view their other activities.

We operate a separate process for those wishing to complain about the service they have received from us.

Listed below are other GLA policies and procedures that help form our framework for maintaining high standards of behaviour.

Corporate Governance Framework Agreement for the GLA Group
Covers the powers and duties of the GLA Group and sets out their respective roles and responsibilities and how they should relate to each other. The framework is based on the Nolan principles.

Protocol on Mayoral Appointments
The Mayor may appoint up to two people to be his political advisors and up to eleven other advisors. He also has powers to make appointments to the boards of the GLA’s functional bodies and of other statutory and nonstatutory bodies. Protocol for Statutory Officers
Outlines the roles and appointment and disciplinary processes for the GLA’s three statutory officers: the Head of Paid Service, Chief Finance Officer and Monitoring Officer.

Governs the interaction between elected Members and officers with a view to ensuring they work together effectively and efficiently.

Expenses and Benefits
We report the expenses of the Mayor, the Mayor’s Team, Assembly Members and senior staff, which must be claimed in line with our Expenses and Benefits Framework.

Contracts and Funding
We publish details of our contracts and grant funding agreements, which must be awarded in line with our Contracts and Funding Code.
