Executive summary

MOPAC approval is sought to vary an existing S93 Agreement with the Metropolitan Police Friendly Society who wish to increase their sponsorship to £61k, from the previously approved £45k.
The Sponsorship agreement with the MPFS provides Met training with funding towards passing out parades and the annual Service of Remembrance, specifically catering and refreshments.


The Deputy Mayor for Policing and Crime is recommended to approve the variation to an existing S93 Sponsorship agreement with Metropolitan Police Friendly Society.

Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)

1.    Introduction and background

1.1.    The sponsorship agreement between MOPAC and Metropolitan Police Friendly Society (MPFS) was approved and signed on 5th April 2017 under Section 2.12 of the Scheme of Consent and Delegation. The term of the agreement is for nine years with a total value of £45k.

2.    Issues for consideration

2.1.    Due to an increase in the cost of catering these events, MPFS wish to increase the level of sponsorship to cover the additional cost of running the events. MPFS wish to increase their Sponsorship from £5k per annum to £7k per annum for years 2 through to 9. This increase brings the total sponsorship of £61k for the term of the Agreement.

3.    Financial Comments

3.1.    The variation will increase the sponsorship from the existing agreement of £45k over the 9 year period to £61k. 

4.    Legal Comments

4.1.    S93 of the Police Act 1996, allows the MOPAC, as the local policing body, in connection with the discharge of any its functions to accept gifts and loans of money and resources and includes the ability to provide commercial sponsorship terms to the third party.

4.2.    The MOPAC Scheme of Delegation at Clause 4.8 requires the Deputy Mayor for Policing and Crime to approve all inward donations and sponsorship £50k and above in value. 

4.3.    The above legal advice has been provided by Commercial Services based upon previous advice received from DLS.
