Executive summary

This paper seeks approval for the release of £4.35m funding to cover the cost of the ICCS workstation and CCTV upgrades to allow the ICCS to meet the mandated security requirements to achieve Code of Connection (CoCo) accreditation for ICCS connectivity with the Emergency Services Network (ESN) and to mitigate the loss of service due to the use of unsupported software and hardware.

Recommendation

The Deputy Mayor for Policing and Crime is asked to approve the purchase of Windows 7 and CCTV upgrades to enable CoCo accreditation to connect to the ESN at a cost of £4.35m.

1.    Introduction and background

1.1.    The MPS currently uses Windows XP as the ICCS platform. The Home Office security advisors have informed the MPS that Windows XP will not meet the accreditation standard for connection to the Direct Network Service Provider (DNSP). The MPS therefore needs to upgrade to Windows 7 prior to being granted CoCo and before any testing can be done to prove the ICCS and ESN readiness for the transition away from Airwave.
 
1.2.    The MPS also need to upgrade the current analogue integration with the digital CCTV infrastructure for control and display of images at working positions. The analogue integration contains an old DOS component that will not meet the accreditation standard for connection to DNSP.

3.    Financial Comments

3.1.    The MPS require £4.35m of capital funding to purchase Windows 7 and to upgrade the CCTV infrastructure. This funding is provided for in the capital plan.

4.    Legal Comments

4.1.    The upgrades covered by this paper are essentially Business As Usual (BAU) requirements.     Therefore, the MPS intend to procure the services and goods required to complete the upgrades     through a Change Request associated with the existing BAU support contract for this service.
