Notting Hill Carnival Strategic Partners Group
The Mayor’s Office for Policing and Crime chairs the Notting Hill Carnival Strategic Partners Group. The Group also includes the Notting Hill Carnival Enterprises Trust, the Greater London Authority, the Metropolitan Police Service, the Royal Borough of Kensington and Chelsea, Westminster City Council, Transport for London, the Arts Council and the London Ambulance Service.
Following the 2016 Carnival the Group agreed to commission an independent study on crowd dynamics to see what more that can be done to keep Carnival-goers safe, given the continued popularity of the Carnival. This is particularly important in the current climate, following terror attacks in Westminster, Manchester and London Bridge and Borough Market.
Movement Strategies, the consultants commissioned to do the work, have completed their work and the recommendations they propose are being taken forward by all partners, with the support of an events management company – London Street Events – employed by the Trust. A Carnival Data Book and site-wide overview of issues have been prepared and are available here. Because of concerns about security, these documents, and the other more detailed reports prepared by Movement Strategies, have been redacted.
